I think the most fun I've had in games is games where a lot of the things are controlled by the players instead of staff members. I'm not referring to things like muting/booting, but things like controlling certain aspects of the game. I don't know if you've already had this in mind, but what I was thinking of is the Wizard Council and Guild Leaders being in control of some things; such as recruiting, kicking people out, and possibly some fights/wars against other guilds. There should always be conflict between Normal and Dark Guilds, enabling them to kill each other any time. Also, there should be some way the guilds can be rewarded for performing better than the other guilds.
Basically, with things being player controlled, I think it'll always be a competition and lots of conflict. It would be hella cool if there was things for guilds to unlock for out performing the other ones. This can potentially cause some issues with certain guilds getting stacked though; I'm just spitting out some ideas I was thinking about.
